Havre plans a flax tow mill as arrangements near completion. The town, seen as an ideal site, sits at the center of a large flax producing region with soil and conditions favorable for growth. In 1916 only 12 percent of tillable land near Havre was under plow, indicating potential for many years of expansion in flax farming.
State College of Agriculture official J Abbey promotes a garden and canning program to reduce living costs by turning vacant land and back yards into productive uses. The plan calls for school and community collaboration to form garden canning clubs with youths 10 to 18 receiving spring guidance and surplus harvests canned locally.
