The Agriculture Department outlined a rigid control plan to reduce 1950 cotton production by at least 20 percent from this year. It calls for national planting allotments and marketing quotas, with a referendum required for adoption. Voting opens December 15 and targets about 11.7 million bales.

Robbins and Albert Young Jr. are jailed in Travis County, with Young facing a murder-related charge in the Banks case.
