A Public Housing Administration spokesman said local authorities decide how to distribute low income tenants among projects, provided overall racial equity is maintained. The policy aims to balance needs across white and Negro families while avoiding per project quotas.
Dr. Henry Barnston 81, rabbi emeritus of Congregation Beth Israel, died Sunday in Houston after nearly fifty years of leadership. He arrived in 1900 from Dover England and helped Beth Israel grow from 78 to over 800 members. Funeral services will be Tuesday at Temple Beth Israel with entombment in the Beth Israel Mausoleum.
Plainview reports Corneiia Lorene Griffin seven year old daughter of Mrs. Eltor R Howard of Goodlett died at the West Texas Polio Center Saturday. She was admitted Wednesday and diagnosed with bulbar polio myelitis.
Angus Ward and 19 US consulate staff were freed from Mukden captivity and boarded the Lakeland Victory after a tense stand with Chinese officials. Ward, held since Nov 20, 1948, refused to sign a safe passage statement until all aboard were released. He plans to reach Kobe then San Francisco and report to the State Department.
The newly freed US consul general and four aides report 24 days in solitary confinement in an often unheated Mukden jail after ten months of detention by Communist authorities. Ward and staff were accused of beating a Chinese employee, a claim he denies. Ward lost 25 pounds and said no Americans remain in Manchuria.
A morning fire at the Bill Calvert Farm seven miles northwest of Spur killed Mrs. John D. Phillips 24 and two of her children Barbara Ann seven months and Ronald Eugene 2. Phillips 20 survived with critical burns and Janice Marie 3 was unharmed as another room’s occupants escaped. The blaze started about 7 30 a m when an oil stove exploded during breakfast. The two room frame house burned to the ground. Spur, Texas.
Iowa City police charge 24 year old Robert Bednasek with murder after coed Margaret Ann Jackson, 20, known as Gee Gee, was found strangled at the Empty Arms rooming house. Bednasek says he recalls little and insists he did not murder her.
UCLA student Bob Precht says he wants a private date with Elizabeth Taylor without crowds or press. He took Liz to the Junior Prom as a prize for being voted the great lover by 15 000 students. 2500 onlookers and 25 press agents kept them in the spotlight at Paramount.
A weekend of violent weather killed nine people in Missouri and Arkansas and caused widespread damage. Tornadoes near Poplar Bluff, Missouri, claimed six lives and injured about 15, including a family of four. In northern Arkansas, multiple tornadoes killed three and injured ten, with at least $50,000 in damage. Across the nation blizzards, ice, high winds, rain, fog, and floods disrupted travel and left numerous property losses.
Little Mike Rector who suffered burns on 70 percent of his body 13 months ago is going home for a short Christmas visit. He will turn five on December 23 and has endured 31 skin grafts totaling about 1000 square inches. His ordeal drew worldwide sympathy and a growing gift fund now at 1600 dollars.

Other overnight thefts include a service station break in at 2718 Guadalupe and several smaller stealings.
Mrs. P. M. Hutchins aged 49 of Sweetwater died in a two car crash near Lubbock on Sunday morning. Her husband, a Sweetwater salesman, was uninjured. Mrs Mada L. Watson of Lubbock was also injured in the intersection collision. Hutchins was taken to Sweetwater for burial. the couple were en route to visit their son Wayne.
Wornie T. Kelly, key witness in the murder trial of Dwight Hoskins, was found beaten and unconscious on an Amarillo street after attending a VFW hall banquet. He recalled nothing after midnight but said he attended the gathering Saturday night. Hoskins, once a star Amarillo High School athlete, faces trial for the slaying of Charles Freeman during a $31 robbery attempt.
In Byhalia Mississippi County officers search woods at daybreak for Eddie Hall a 35 year old farm hand sought in the slaying of a Arkansas town marshal's wife and the shooting of the marshal and deputy Sheriff L B Slayden Hall was reportedly located in bed and fired upon as officers closed in leaving a blood trail as they pursued him toward Osceola Mississippi County Sheriff William Ryman identified Hall as the suspect in the crimeSp Story notes a manhunt began Friday after Mrs Joe McDaniel 37 was killed near Luxora Ark and the Luxora marshal was wounded along with Ralph Williamson 48 who was injured seriously.
