TSTA's Moving Here May Hang On Roadblock

Fort Worth officials warn a move of the Texas State Teachers Association headquarters to Austin may face a constitutional roadblock. Joe P. Moore says the plan, backed by the executive committee and House of Delegates, could use surplus funds, a bond issue, and permanent fund money, which he argues the constitution bans for building a headquarters. Miss Waurine Walker says financing details will be in a January report and the permanent fund could back borrowing, with proceeds from selling the current building. The fund now stands about 239000 dollars.
