Discharge Authorization for Foba Heard by Congress

Congress authorizes the discharge of John Heard from imprisonment upon a favorable judgment to the United States. He must first assign all real and personal estate to a designated party for the U S Treasury, under the Treasury Secretary's direction. The judgment remains in force against any future properties he acquires, with enforceable action possible thereafter. President James Madison approved June 20, 1899.
