Washington Feb 2 The House had a busy Monday with many bills passed under suspension though few of broad importance. A notable act retires John N. Quackenbush convicted for drunkenness in 1874 and a bill reimburse Albert Augustine heirs 350 for two cows destroyed in the 1848 Cayuse war. Also debated steamboat inspector travel pay cuts while Grosvenor critiqued administration cost cuts. Diplomacy and consular appropriation advanced before adjournment. An attempt to strike Samoa treaty expenses failed.
Washington reports January receipts at 24,151,994 against expenditures of 30,069,389, creating a monthly deficit of 5,952,395. For seven months of the current fiscal year the deficit stands at 43,854,792, compared with 18,686,377 for the same period last year. Customs receipts fell by about 5,100,000 versus January 1896, with a slight decline in internal revenue as well.
The Senate debated the nomination of George A. Vanatta as postmaster at Clay Center Kansas for an hour. Senator Baker opposes the appointment arguing the president should not fill vacancies near the term end, delaying action as Senator Hill signals possible discharge if the committee stalls.

Mrs L Carew was convicted in Yokohama of poisoning her husband Walter Raymond Carew, secretary of the Yokohama United Club, with arsenic and sentenced to death. London reports the death of the Earl of Kinnoull born in 1827. He is succeeded by his eldest son Lord Hey of Kinfauns, a noted Anglo Egyptian Army officer.
London February 2 famed English singer Simms Reeves declared bankrupt after recent marriage and return to stage. Born 1822, Reeves faces financial setback as bankruptcy order is issued amid publicity surrounding his career and personal life.
Robert Allen, a well known shortstop, is signed as captain and manager of the Detroit Western league team. He succeeds O Stallings who has moved to the Philadelphia team.
Secretary Baer of the Christian Endeavor society denies circulating reports that the next convention will be moved from San Francisco to Chicago. The denial clarifies that no change has been made and asserts no determination has been finalized.
Bayview mill of Illinois Steel in Millwaukee resumes operations after being idle for a week. Wage reductions of 10 to 20 percent went into effect Monday, signaling cost-cutting measures at the plant.
The Amerisa business office in St Louis was invaded by two masked robbers at daylight yesterday. They robbed the counter cash drawer, taking $77 and escaping. No injuries reported. Police investigation underway, with suspects at large.

The sixth number of the Atlantic Union Entertainment Course will feature a lecture by John Temple Graves. Graves, of Atlanta, Ga, will speak at the M E church on Wednesday evening February 10 at 8 o'clock. Notable endorsements from Dr Gunsaulus Henry Watterson Grover Cleveland Major McKinley and David B Hill amplify Graves as a premier orator of his era.
Paris February 2. At Henri Vever's picture collection sale Daughney's Bords De Oise was purchased by an American for £3,120, the highest price for any of the artist's works. Messeniers Staff Officer sold for £3,800.

Goururie Oklahoma Territory January 30 The senate of the territory has passed the bill to prohibit the making of gold contracts in Oklahoma. The measure received the full Populist vote and two Democratic votes. The house listened to arguments in favor of woman suffrage by Mrs. K Laura Johns of Kansas and nearly a score of local orators.
Governor Sadler signed the glove contest bill, securing Nevada as the site for the Fitzsimmons Corbett bout. Carson and Reno compete to host the event, with Jan. 30 dating the action.
