Revival of Cuban Debate in Senate Sparks War Belligerency Vote
In Washington on April 2 the Senate revived the Cuban question with four resolutions led by Senator Morgan of Alabama declaring a state of war exists and the United States will stay neutral between belligerents while recognizing insurgents. Other resolutions urged disclosures from Gomez and examined U S obligations to Cuba under Spain. A drumhead court martial protest against General Ruiz Rivera arose, provoking debate before the measure was postponed to join the belligerency vote. The tariff bill was then received and referred to finance as lawmakers pursued relief actions for India and Crete.
