British submarine sinks German torpedo boat as Allied forces push on in Europe. Belgian government flees Antwerp amid growing war pressure and shifting front lines, with reports of forced evacuation and strategic withdrawals continuing.
City finance committee revised the October apportionment to satisfy Mayor Woodward. It preserves the 11,812 school line while trimming unspent funds and transferring 21,000 to the sewer construction account. The plan covers street projects and debt payoff, with the mayor criticizing the education board for hiring extra teachers without committee approval.

Critics warn it could alienate northern and western lawmakers. Nine cotton states have about 96 House members, similar to New York, Pennsylvania and Ohio.
A family feud over a necktie led to Homer Yarbrough being shot by his brother in law Earl Nalley at their Rock Springs home on Sunday night. Yarbrough was wounded in the back and treated at Grady hospital. Nalley was arrested and jailed.

Amsterdam reports the Belgian government moving from Antwerp to Ostend and refugees heading to Holland. A German commander sent a white flag into Antwerp signaling bombardment to begin. Ministers reach Ostend amid skirmishes near Ypres and Ghent. Germans attack forts. Belgians with reinforcements counter. German prediction of Antwerp fall echoed.
The Allied Army fights with great dash along the battle line north of Lille and near Chaulnes and Roye, regaining ground previously lost. The British War Office reports the situation as generally satisfactory with hard fighting at the mouth of the Oise and elsewhere showing slight advances or retreats as appropriate. The French army is described as fighting with greatest bravery while Germans attacking Antwerp push forward against resistance.
London reports that Canadian troops will be landed in England today and transported to an inland training camp, as part of wartime deployments.
Paris reports at 11 tonight that French forces retook ground lost between Chaulnes and Roye while advancing on the center. Wings saw German attacks repulsed and cavalry held or driven back north of Lille with calm along much of the front.
Harwich dispatch reports submarine E-9 led by Lt Cmdr Max Horton torpedoed and sank a German torpedo boat destroyer off the Ems river mouth. The same commander previously sank the cruiser Hela off Helgolana on September 13 and returned safely to port. Dutch coast guards witnessed the 1 am event.
During the afternoon the war office issued a dispatch describing continued violent fighting on our left wing. The fronts extend into the region between Zeus nine miles northeast of Arras and La Basdee thirteen miles away as the battle rages on.
