Important Ruling for the Shippers

Mail Service Reform Bill Aims New Rates and Steel Cars
A proposed plan would apply foreign mail carrying standards to domestic mail and allow transportation of 11 pounds of merchandise. An experimental period runs until June 80 1914 on rural routes with charges 5 tenths per pound for the first pound and 2 cents for each additional pound. The bill grants post office employees the right to petition Congress. The appropriation totals 259 827 749 dollars, down 1 952 314 from department estimates. It also requires steel construction for railway mail cars with a 20 percent annual substitution for five years so that by 1917 all cars are steel. Chairman Moon disputes the postoffice department's self sustaining claim, noting a deficit of 627 345 04 for fiscal year 1911 instead of a surplus 219 118 12.
