Vagrants Needed to Work County Roads
A 1901 revenue stamp tax overhaul takes effect July 1, lifting taxes on bank checks, telegraph messages, money orders, patent medicines, and many common items. The reform shifts burden to corporations, ends failures to affix stamps, and relieves individuals though some duties remain. Receipts in Atlanta rose two thirds under the act, with stamps redeemable at banks.
