A mass of thousands are reported homeless and without reliable food supplies. Officials warn the displacement may strain aid networks while communities scramble to locate shelter and essentials for those affected. Local agencies urge rapid relief and coordinated response.
Bluefield West Virginia June 4 details of a vast flood in the Pocahontas Flat Top coal region show extensive destruction. Thousands homeless and possibly without food, relief trains move from Bluefield while crews clear debris and recover bodies. Over 100 miles of rail track damaged. bridges destroyed. floodwaters killed and displaced many in Keystone Algoma and North Fork areas.
A Norfolk and Western officer stated to the Associated Press that flood damage on coal fields appears overestimated. He reported expected life losses under sixty to seventy five and property damage under 500 400 dollars. Rail line restoration hoped for tomorrow or the next day with limited news from the western Virginia flood scene.
Governor White of West Virginia issued an appeal for generous monetary gifts to provide necessary supplies for flood victims. He directed aid via Bluefield, notes communications are down west of Bluefield, and urged gifts sent to the adjutant general in Charleston or to bank cashiers in Bluefield.

St. Petersburg dispatch cites M De Witte disputing Secretary Gage s interpretation of US tariff law on naphtha and petroleum. Russia increases duties on American goods, warns United States trade could collapse if the matter drags to court, with potential wide economic impact and further reprisals.
London dispatch from Pekin dated June 2 reports ministers except Sir Ernest Satow have agreed to raising Chinese import tariffs to 10 percent if indemnity service is deficient. Britain seeks abolition of the Likin tax and other concessions in return. Times correspondent notes the indemnity understates China’s real losses due to hidden treasure and seized arsenals. Also, a Shan Si report says General Ting Fo Halane advances toward the province, seeking foreign aid.
Harry Baker a fourteen year old white youth told police he overheard four men on Gordon Street planning to kill Patrolman DeBray. He identified Isaac Hammond Oscar Hammond Tom Hammond and Jim Erwin at the barracks and again in custody. Detectives call him a key witness for the coroner’s inquiry.
In a Madison Square Garden international match race Floyd McFarland of San Jose and Johnny Nelson of Chicago crashed on track after thirteen miles. McFarland is hospitalized in a semi unconscious state with injuries. Nelson, bleeding from a facial cut, resumed racing and finished second. The race ended with Cooper of Detroit winning the first two heats and Sydney Jenkins of England placing second. Time records were 2 minutes 21 and 2 minutes 15 1 3 seconds.
Gustave A Behring, who claimed to be a Pullman son, was arrested in Chicago on charges of extortion after demanding 6000 dollars and 10000 a month for six months from Frank O Lowden, whom he hoped to shake down. Judge H D Davis detained Behring with a pistol drawn until police arrival.
Havana reports General Wood is gravely ill with grip and malarial fever. Fever rose tonight forcing him to remain in bed. Surgeon Major Hayerd, his physician, orders absolute rest until the fever subsides. Virginia Military Institute held cadet drills and a saber display with graduates honoring visiting ladies. Father and son drown in river bathing at Grafton, Dr A J Baker and his eight year old son perish.
In Cincinnati a potential strength test opens as manufacturers, mainly Metal Trades Association members, announce shops will reopen to allow workers to return. They promise protection for those who resume work, with no penalties for nonparticipants. Machinists vow to double pickets while seeking proposals to end the strike if shops fail to secure a workforce.
June 24 Philadelphia reports a historic failure as the city cannot borrow a 9 million dollar loan offered for city improvements including supply and transit projects. Separately in San Francisco the army transport Grant arrived from Manila carrying the Forty-eighth and Forty-ninth volunteer infantry, colored regiments recruited in the South.
June 24 report from Surgeon Giennan at the marine hospital in Cute notes the arrival of many Chinese in Guba. He says most traveled in bands from San Francisco via New Orleans and believes they intend to gain entrance to the United States, prompting immigration scrutiny.
Joseph Bradfard tong files suit against the U S treasurer to enjoin payment of a 0,000 appropriation for a nurses home at Providence hospital Catholic Institution of this city. Other items note drag time ban for Lutherans, suicide in San Francisco, and Mrs McKinley’s continued improvement with Canton trip undecided.
Isaac Hammond, a Black man, claims his brother Tom Hammond and two others shot Officer DeBray on Gordon Street. Harry Baker, a White youth, testified he overheard a decoy plot and identified the four suspects. Tom Hammond reportedly fled, and DeBray fired back, with one of the Hammond brothers later shot. Isaac’s latest confession aligns with the coroner’s questioning and places Tom as the killer while detailing events leading to DeBray’s death.
