Payne Commutation Granted for Former Atlanta Detective
The state prison commission recommends commuting the sentence of W. L. Bayne, once an Atlanta city detective, now jailed on bribery charges. Judge John D. Humphries, Solicitor John A. Boskin, Rev. John W. Ham, and other Atlanta citizens urged mercy. Bayne, linked to the Bunco scandal, was convicted of taking bribes while a police officer and sentenced to a $1000 fine plus twelve months on the county gang. He began serving October 25, 1922, and has paid the fine. The governor’s decision is expected soon, with Bayne represented by Branch and Howard.
