An eminent Russian writer portrays the crumbling autocracy as it battles pressures from reformers and revolutionary currents. The piece analyzes the regime’s responses, the shifting balance of power, and the implications for the nation’s future.
A February report from St Petersburg cites Alexander Stolypin detailing the rise of local self government in Russia. He argues zemstvo independence clashes with central administration as education and municipal powers spark political friction between authorities and reformers.

Dr Len G. Broughton addressed the Baptist Tabernacle on his retirement from Atlanta charity work. He urged including the word Christian in the Associated Christian Charities name, argued the rest of the body opposed the change, and said no apology was due if the organization remained sectarian. He noted he supported open discussion and would have attended if not restricted by committee decisions.
First definite plans for the Panama Canal project propose a sea level canal with a 150 foot bottom width and 35 foot minimum depth, twin locks at Miraflores, and a total cost around 230,500,000. The plan, endorsed by the Isthmian Canal Commission engineering committee, calls for ten years of construction, early dam work at Gamboa, and use of new American steam shovels to accelerate excavation at the Culebra Cut.
A massive fire at the Stuyvesant docks in New Orleans wipes out two grain elevators and vast freight sheds. Nearly 20,000 bales of cotton, sugar, oil, lumber, and other cargo are lost and the blaze injures numerous firemen and dock workers. Losses may exceed 5 million dollars as crews battle to contain the flames along the riverfront.
Peter F. Ryan was shot and killed by Thomas G. Foote on a South McDaniel street alley near midnight. Foote, claiming self defense during a feared footpad attack, fired two shots from a 22 caliber pistol, killing Ryan who was returning home. Coroner preparations for an inquest followed. Foote was arrested and jailed as police investigate the case.
