Honduras grants George Biandane a fifteen year duty free export of 2000 cattle with reduced duties on extra shipments. The deal exempts local duties and allows a cattle bank and wharf construction on the north coast. Vessels transporting cattle gain free shipping for animals and machinery to the United States with yearly round trips for large consignments. New Orleans reports see this as part of a regional push toward southern packing houses and larger cattle movements.

Retention post retirement possible for 2 or 4 years, but no one may remain past 70 starting July 1, 1913.
