The Constitution reports Atlanta remains cut off from telegraph lines as of press time. No wires were opened by either company, limiting telegraph and market coverage to a report wired from Macon.
Japanese blockade of Vladivostok tightens as Russian bombardment toward the Shakhe river continues. Reports foretell a pending clash between Russian and Japanese armies before any thaw. Bank of Japan official travels to the U S and Britain for talks on a fourth Japanese team. Russian cruisers Russia and Gemobot repaired but unlikely to exit harbor due to seized by Japanese vessels.
Consul General Watts cables from St Petersburg to Washington reporting laborers in several principal shops flung again into action. Military activations appear, with ample precaution noted as tensions rise in the industrial districts.
Albany is preparing for a Carnegie library project. City authorities report funds will be made available, the site secured, and title perfected promptly so construction can begin within a few weeks.
Washington February 9 After four days of debate the house passed the Esch Townsend bill regulating freight rates by 326 to 17. Seventeen Republicans and six Democrats voted no. House leaders praised the bill as stronger than expected amid sharp exchanges led by Hepburn and Williams. Senate action expected after committee review as lawmakers carve provisions for private cars and rate investigations. The day also featured Senate debate on the agricultural appropriation bill with ongoing committee distribution discussions.

London February 8 The Privy Council ruled for the American government in the Greene and Gaynor extradition case. It reversed Quebec Justice Caron and ordered the defendants to pay costs of the appeal. The decision condemns Caron’s remand handling and preserves Greene and Gaynor under remand. The case concerns embezzlement and defrauding the U S government tied to Savannah river contracts and related actions.
Justice Harlan refused a writ of error in the McCue case. Edward McCue and family visited the Virginia governor as three physicians from Absandria and Fredericksburg examined McCue for sanity. If they report insanity a respite request will be sought.
Albany Ga February 9 Special Albany Power and Manufacturing Company won a contract to develop Big Shoals water power on Muckafoonee Creek near the city. The project cost over 500 000 and B H Hardaway of Columbus will begin construction immediately. The dam and power house should be finished by September with current to the city by October 1. Worth County Farmers Meet in Poulan The Worth county farmers association changed meeting site to the county seat with next session at Sylvester February 23. Justices of the peace are to act as temporary chairmen and negro planters are invited to participate.
Washington Georgia endures a severe ice spell with the area cut off from outside communications for two days. Telegraph and telephone services are down and trains run late while two local networks struggle under heavy ice, sending business to a standstill.
A grand benefit concert is planned in Macon Georgia for February 9. The event will be under the firm management of Marin P Sned in the absence of Rev J R Guan. Proceeds will support the Hom? and related relief efforts.
Subcommittee on constitution of the Southern Cotton Association reports by laws completed and funds secured. President Harvie Jordan to remain in Atlanta to establish a publicity bureau and appoint officers to manage newspaper releases and communications for the southern counties. The drive seeks to recover 69.9 million dollars lost in the cotton crisis as subscriptions pour in from Atlanta and other southern cities.
The storm left Atlanta cut off from outside communication for 36 hours, with telegraph and telephone lines wrecked. Western Union and Postal officials say the worst is over and repairs will resume, though full service may take time.
