Savannah Georgia August 28 Special Senator WB Stephens states the state prohibition bill creates locker counties by allowing any group to obtain a license for a locker club with a hundred dollar fee. No court charter needed. Prohibition advocates rejected giving ordinary or superior court judges power to restrict licenses. Any legislator who supported moderation was opposed. Passage of the locker club bill underscores social clubs remain exempt.
August 26, Overton, twenty year old daughter of P Overton of Poplar Rides, Ala, was arrested for alleged complicity in the murder of Charles Drake. Drake was killed at Mr Overton s home several days ago by Houston Clark, who is in Jalil.
A northbound Southern Railway express derailment at Red Hill nine miles south of Charlottesville left twenty one passengers injured none seriously. Broken rail caused the wreck as seven coaches piled against an embankment. the engine and tender remained upright. A special train carried the injured to Washington.

An August 28 meeting in Pall River Massachusetts will bring cotton manufacturers and operatives together to resolve a wage scale dispute. Operatives demand a fixed length standard for woven goods with a 47 1/2 yard print cloth benchmark opposed by mill owners for odd classifications. About twenty thousand operatives in seventy eight mills are affected. a settlement is expected.
Judge Alton B Parker addressed the American Bar Association in Portland Maine urging adherence to constitutional spirit and warning against centralizing powers. He praised lawyers who seek justice, noted many ideals within the profession, and urged careful, principled law making amid a trend toward rapid, nationwide legislation.
Washington reports Comptroller J He Plant of the Southern Railway testified on the North Carolina rate case before Master In Chancery Walter Montgomery. He described higher operating costs in the state, noting interstate passenger costs and intrastate losses, with NC costs reportedly much higher than system averages and tax valuations rising to 33,932,268. The testimony covered 1906 figures, projected earnings under proposed rates, and the relationship between earnings and assessed valuation, amid broader claims of rising op costs in 1907.
The state railroad commission adjourned after preliminary work and plans a Friday hearing on modifying the passenger rate order to 2 cents per mile. Railroads including Atlanta and West Point, Western and Atlantic, Georgia Railroad, and Atlantic Coast Line seek uniform 2 cent rates, with a proposed exchangeable 1000 mile book for families to be sold at 2 cents a mile. The commission member suggested the 1000 mile books if accepted by the other members. The final stance of the railroads remains uncertain and will be discussed at today’s meeting.
Georgia's new railroad commission reorganized after appointments of Fuller E Callaway and Judge George Hillyer as two new members. S G McLendon of Thomaston was named chairman, with James Hiner and others serving in key roles. The commission opened by electing McLendon as chair and appointing George Trent Bouery secretary to the board, with plans to hire a stenographer later. The group discussed actions and future work, with continued coverage expected on the port rate matter.
Train congestion hit the New York Central after a change to right hand track operation caused a two mile block between the Hudson River area and Grand Central. Passengers abandoned trains after delays and officers struggled to restore flow amid unfamiliar procedures. In Macon Georgia, Newton Boyer, a Hancock county farmer, was arraigned on distilling charges after deputies raided a still, destroying liquor and paraphernalia. An African American, Ernest Johnson, was also committed for grand jury action.
