Congress Passes Shipping Measure Amid War Navy Registry Move

Washington August 17 Congress passed an emergency ship registry bill authorizing the president to admit foreign built ships to American registry to serve in the coastwise trade while European belligerents seek prizes. President Wilson would sign tomorrow, after Senate rejection of the conference report. The measure mirrors the bill passed by the House, with provisions to extend registry and empower the president to suspend certain watch officer rules. The vote split along party lines, with opposition from many Democrats and Republicans and support from O Gorman.
