A British note argues that wartime interdiction of contraband and searches at sea are necessary under international law. It contends that new dispatch methods to the enemy must be met, that prize court procedures remain valid, and that the blockade remains effective despite US trade complaints. The note cites Jellicoe and cites rising US shipments to neutrals as evidence that trade is not ruined and that many shipments to neutral ports are misused by enemy agents.
