Washington April 18 Special The House debated consular and diplomatic matters as Mr Wise of Virginia read from The Record showing John Randolph Tucker of Virginia introduced a rule requiring the clerk to enter names of all members present to count for a quorum. Reed opposed, Garfield supported, none of the Republicans replying. The session touched other Georgia appointments and a bill to pay W T Trammell for damage in Rome. The Wilson bill was deemed dead and the naval appropriations bill was reported before adjournment.
