Washington April 17 Special By a 213 to 47 vote the house adopted a rule to count present but nonvoting members toward a quorum. Democrats supported 128 to 35 Republicans. four Georgia Democrats voted no. Georgia caucus bolters included James C. C. Black Rufus E. Lester Benjamin F. Russell and Henry G. Turner.
Washington April 17 The House opened in a heated clash over counting a quorum with Mr Catchings withdrawing last week's report to fine absentees and voting failures.
