Athens Ga Sept 13 Judge H S West opened the city court with Judge T J Shackelford absent amid dispute over Shackelford’s appointment. West says he will serve until a lawful successor, Shackelford defending legality and warning West’s continued sessions beyond Gov Smith’s terms. Time may show future appointments.
