The Senate voted 88 to 2 to approve a five year U S Soviet arms limit pact and sent the amended measure to a conference with the House. The agreement signed by President Nixon in Moscow May 26 also includes a companion defensive weapons treaty ratified earlier.
Congressional negotiators resolved a state rivalry over revenue sharing. The compromise leaves both formulas in the bill but funds each state on the more favorable side, scaled down about 9.1 percent this year. The deal also preserves the continuing matching program with a 2.5 billion annual cap, limiting it to child care, disability aid, and family planning before expanding to welfare services.
The House approved a 74.6 billion defense bill by 322 to 40 sending it to the Senate. A separate amendment to cut off Vietnam funding failed 208 to 160. Debate centered on continuing KP programs and civilianization of duties for 45,000 workers while lawmakers rejected broader spending cuts and weapon reductions.

In Hicksville Ohio routes 18 and 2 stayed flooded and closed while about 20 families evacuated earlier returned to their homes. A Defiance County deputy sheriff said thanks that there has been no more rain.
The Nixon administration asks Congress to raise the national debt limit by 15 billion dollars through June 30, lifting the ceiling to 465 billion. Treasury Secretary George P. Shultz says the increase would cover the remainder of the current fiscal year.
