U S disarmament chief Gerard Smith will head a five man delegation. A Soviet foreign ministry spokesman in Moscow declined to name negotiators. President Nixon does not intend to meet Kosygin for a summit level opening of the next phase of talks, Rogers said. He left open the possibility that substantial questions might be discussed at the opening round such as a 24 proposal for a freeze on MARV testing. More about preliminaries and issue ordering would come after the opening.
