WASHINGTON AP The $5.7 billion school bill faces House action amid a heated clash over desegregation pace. The measure would raise spending for two years on elementary and secondary programs, with debate likely to include busing, de facto segregation, and imbalanced schools. Harold Howe II faces criticism as education commissioner under the 1964 Civil Rights Act for cutting funds to discriminatory districts. 70 of 2,000 Southern districts have funds withheld.
