The Nixon administration will pause draftees among graduate students through the academic year end following a National Security Council recommendation. About 10,000 draft age grads are affected as the policy is to be followed though issued as guidance rather than decree.
Sacramento California top fiscal officer Caspar W Weinberger announced as chairman designate of the Federal Trade Commission. Nixon will appoint the 52 year old California director of finance at the White House. Weinberger disclosed to reporters Wednesday night with an embargo. Rhodes pledges Ohio pollution cuts by 1971 and notes state facilities hit by secondary treatment targets.

In Atsugi Japan a two engine C2A Greyhound turboprop crashed into the Tonkin Gulf off Vietnam during a routine supply flight from Cubi Point to a carrier. All 26 aboard died and no bodies were recovered. Names withheld pending next of kin notification. A board of officers will determine the cause. The plane was with Fleet Tactical Support Squadron 50.
Bonn AP report says Social Democrats and Free Democrats near a coalition. Spokesman Heinz Kuehn notes talks focus on cabinet posts and shrinking portfolios from 19 to 15 or fewer. A negotiator accuses the Christian Democrats of waging a "war of nerves" to block the deal.
