Washington AP report says congressional leaders opposing a presidential order for nationwide gasoline rationing must decide whether to drop the fight or seek a floor vote, as Dec. 1 rationing proceeds.
War workers and farmers will receive necessary gasoline as Rubber Administrator Jeffers testifies before a Senate defense committee. He urges national rationing as an absolute necessity and signals changes to the program by Henderson and Eastman.
A plan to address manpower would shift War Manpower Commission functions to the Labor Department. Harold L. Ickes would become Secretary of Labor, moving from the Interior Department, if approved.

Madrid reports Spain's army growing toward 750000 as classes of 1958 39 40 41 go under orders in partial mobilization authorized by Generalissimo Franco after Allied moves into French North Africa. In Columbus Mrs Charles Myers 28 dies in a gasoline stove explosion while preparing Thanksgiving dinner in her trailer home. the couple had recently moved from Chillicothe.
In Phoenix Arizona two people were killed and at least 12 wounded in a three hour gun battle between Negro soldiers and military and civilian police. Police Chief Don Steward said a man was shot from either side during the melee. The riot drew more than 100 officers and 28 blocks were under army control. Steward called it entirely a negro affair. The trouble began when a military policeman tried to arrest a recalcitrant soldier, and wounded soldiers’ companions returned with Garand rifles. A reporter for the Arizona Republic was among the wounded, losing a shoe.
Daniel T. Hall aged 56 was killed by two bullets fired through windows of his farm home near Wat Alexandria. Sheriff Malcolm Clear said the first shot hit him in a living room chair as he sat indoors. two of his nine children fled to a neighbor for help and a second shot fatally wounded him.
Defiant French crews scuttled 62 warships at Toulon to prevent their capture as German forces occupied the base. A Vichy broadcast cited orders from Admiral De La Borde. by 10 a.m. no vessels remained afloat. Axis forces planned demobilization of French forces and placed Von Rundstedt in supreme command.
