A congressional report for the House Foreign Affairs Committee says heroin use among U S soldiers in Vietnam has reached alarming levels and urges President Nixon to withdraw all U S troops unless the drug traffic is halted. It notes involvement by high ranking Laotian Thai and Vietnamese officials.
Rep. Robert Steele and Rep. Morgan Murphy urge the President to take personal charge of eradicating illegal narcotics traffic, citing U S planes and diplomatic pouches ferrying opium and heroin to Saigon. The report warns withdrawal of American servicemen if efforts fail and cites corruption among Laotian and South Vietnamese officials. Estimates suggest 15 to 20 percent of Americans in Vietnam have used heroin.
Juan Corona, a 37 year old migrant labor recruiter, faces 10 counts of murder as authorities probe a mass killing in Yuba City that yielded 12 hacked bodies buried in peach and prune orchards. Deputies say the victims share back of head wounds with machete or heavy knife, and more victims may remain missing.
In Columbus AP report, Ohio House Republicans move toward a two percent personal income tax with targeted exemptions while Gov. Gilligan proposes a graduated personal tax and corporate tax plan. Senate action looms as House committee work continues.
Dr. E. L. Maurer a staff dentist at Lima State Hospital may testify before a grand jury about two deaths he attributes to beatings by attendants. George Williams died July 14 1956 and Clarence Hudson died September 12 1956 with disputed causes. The Plain Dealer notes Williams bled from a ulcer while Maurer says Williams was beaten.
The Nixon administration secured a major Senate victory by defeating a bid to sharply raise military pay in the draft extension. Sen. Schweiker noted some support remains for a one year amendment, but acknowledged uncertain votes and that 47 senators show commitment to or lean toward a one year approach.
Mason County Board of Education again refused to reinstate I Brooks Smith as county superintendent after a brief special session. Three members backed adjournment and legal defense, while Harry Siders opposed. no reinstate motion passed. Adjournment carried 3 to 1.
U S military authorities say 38 Americans died in combat in Indochina last week, the highest weekly total in three weeks. A separate note says 30 men killed in North Vietnamese shelling last Friday may be partially included due to reporting delays. Next Thursday will reveal the updated total.
Administration sources report President Nixon will not nominate former Rep. Albert W. Watson to the U S Court of Military Appeals due to Senate opposition. Watson, a Columbia attorney known for opposing racial integration, is expected to receive a lesser role not needing Senate confirmation.
