Gallipolis residents hope for federal aid after January floods. Major General Markham states funds cannot cover erosion prevention or private property restoration under the Works Progress Administration. He rejects dam blamed for slides and notes no precedent for public money to prevent erosion. Property owners must bear costs for current and future slides as river infrastructure projects offer no relief.
