The Castro regime moves to present Cuba as Socialist in the Soviet sense to obtain Moscow’s protection against future U S moves. Fidel Castro appears as a figurehead, with the Communist party likely to run Havana while seeking Kremlin guidance on war or peace.
Sen. J William Fulbright says the Cuban invasion was a blunder and the White House plus several agencies share responsibility. As chair of the Senate Foreign Relations Committee he spoke after questioning State Department and CIA officials and said a military advisory call decision would come later.
Senator Fulbright condemned the Cuban exile invasion as a mistake after a four hour briefing by CIA chief Allen Dulles and deputy Richard Bissell. He said the White House Defense CIA and State share collective responsibility and noted Secretary Rusk will brief again on Laos Cuba crisis. Church called the operation poorly conceived and warned against intervention to combat communism.
London reports George Blake a British government official was sentenced to 42 years in prison for passing information to the Soviet Union over nearly a decade. The judge called the espionage grave and said it rendered much of Britain’s security efforts useless.
President Kennedy intends to send nuclear test ban negotiator Arthur Dean back to Geneva with instructions to pursue a workable treaty with the Soviet Union. The move, described as a determined but concession-light effort, follows NSC deliberations at the White House.

Henry J. Kaiser Jr aged 44 son of industrialist Henry J. Kaiser Sr and vice president of Kaiser Industries died Tuesday after a long illness in Oakland California He played an active role in managing Kaiser enterprises He was born in Everett Washington.
Governor DiSalle urged the Republican legislature to tighten campaign spending laws in a special message to lawmakers. The House passed a bill by a 110-18 vote enabling voters to adopt modernized county government with up to nine member policy boards or elected executives. Counties could establish finance, purchasing, welfare, health and public works departments without changing municipal or township powers or taxing authority.
Temperatures will run 3-8 degrees below normal with highs near 65-71 and lows 45-57. Rainfall expected from three quarters to one and a quarter inches. Showers and scattered thundershowers move in from the southwest Thursday and again Monday evening. A few showers possible Friday and Saturday.

Secretary of the Interior Stewart Udall faced embarrassment after exposure of a request from J. K. Evans of Asiatic Petroleum Co. to sell tickets to a May 27 Kennedy birthday dinner for oil and gas industry officials. Udall said he asked for a few tickets but denied soliciting industry officials. He faced calls for his removal from Rep. Miller who labeled the action black-jacking.
The Navy plans a Thursday ascent attempting to send a manned balloon to record altitude from the deck of the aircraft carrier Antietam. If weather holds, the operation will start about 100 miles off the Gulf of Mexico coast.
Democrat Morris K. Udall, 38, of Tucson, defeats Republican Mac C. Matheson by about 2000 votes to win the seat vacated by his brother Stewart L. Udall, the Secretary of the Interior, who resigned to join the Cabinet in Washington.

In Laos the Pathet Lao ordered a cease fire while rebels attacked Pha Lane on the road toward central Vietnam. The assault began this morning and continued near midday, with fighting south of Savannakhet and near Hin Heup. Cease-fire talks had recently produced a de facto halt in the Nam Lik area.
Ohio voters faced an odd year primary on May 2 with 32 local levies and 18 bond issues on the ballot. The largest measure was a $1.58 million school bond issue in Washington Township, Montgomery County.
