The February Consumer Price Index rose five tenths of one percent, led by a 1.9 percent jump in grocery prices—the largest one month gain since March 1958. Average weekly earnings climbed to $130.27, but purchasing power fell 24 cents as prices rose. The report notes wage-price controls and Phase 2 measures under Nixon.
The latest report shows a 4.9 percent annual rise in living costs, higher than the prior six months. Housing, clothing, and medical care led increases, while transportation fell. Meat prices drove about 70 percent of the food rise with fresh produce up. dairy rose, cereals edged higher. Local taxes and utilities also rose.
Ohio penitentiary guards partially resume duties after a promise of swift action on grievances. A prisoners strike at Chillicothe nearing end, with protests continuing at Marion and London prisons. A six member guard liaison committee is to be formed with Corrections Commissioner Bennett Cooper directing. The Emplo y Compensation Board will consider hazardous duty pay, while a 12 to 15 cent raise is offset by a 50 cent hourly hike under the state pay bill.

The Ohio House approved a welfare watchdog bill placing a legislative auditor over welfare expenditures in a 55 to 34 vote. It also passed a 266 page criminal code revision after hours of debate and sent a constitutional reform bill to conference. The welfare measure cites welfare costs rising from 300 million in 1967 to 1.2 billion in the current biennium.
In Belfast and London the cabinets debated Britain's fresh plan for Northern Ireland amid Protestant resistance and Catholic hopes. Premier Faulkner and Prime Minister Heath met for nine and a half hours with details yet undisclosed. Both sides warn against weakening Protestant power while Irish Republican Army factions push for a united Ireland.
Cincinnati and Dayton police seek the remaining 14 Hamilton County Jail escapees. Ten are recaptured as Prosecutor Simon Leis schedules a special grand jury to investigate the breakout. Jail officials say a pistol was smuggled in through a window and tied to a bed sheet.
In Paris, North Vietnam's Xuan Thuy told reporters at the peace talks that the Nixon administration prolongs and expands the war, preventing the prompt return of American prisoners of war and increasing their numbers over the past three years.
New York AP reports Burt Reynolds, 36, appears nude in Cosmopolitan April issue as the magazine's first male centerfold. He says the pose was meant as a humorous spoof and a bit of unpredictability, not a serious statement.
Washington AP reports a bitter exchange between the White House and three resigning AFL-CIO Pay Board members places Nixon wage price controls in the political arena. Meany says labor leaders represent a small share of workers yet oppose inflation policies, while pay board resignations leave two labor reps and two union-backed figures remain. The AFL-CIO moves to counter Nixon ahead of November reelection.
