He worked for the Associated Press in 1878 and moved to Indianapolis to establish a law office in 1875. He supported Walter Q Gresham and Benjamin Harrison in politics and was elected US senator in 1908 after earlier defeats. He served on the joint British American commission and helped secure relief funds in 1902. He was re elected senator in 1908 and was nominated for vice president in 1904.
