Costumed characters boxed in as Times Square rules limit street performers
New rules enforce painted rectangles on the Times Square pedestrian plaza for performers who accept tips or sell services. Violators face up to 500 dollars or jail. Police say the aim is to curb aggressive panhandling while preserving safety and choice for visitors. Artists including Elsa, Elmo, and Naked Cowboy protégé Titus Gandy react with mixed feelings as enforcement begins.
