State apportionment ruling sent to state supreme court

Attorney General William Saxbe said he will appeal the Tenth District Appeals Court ruling on the state legislature apportionment plan within 10 days and 30 days for the formal appeal. The decision held the board lacked authority to adopt the plan last year. Saxbe expects the 1966 election to proceed and argues a constitutional amendment may be needed after that.
