TOKIO JAN 30 The government will instruct Ambassador Katsuki Debuchi in Washington that Japan will not take part in the joint conciliation for settling the Leticia dispute between Colombia and Peru. Tokyo says it cannot determine the real situation.
Detroit January 30 U P reports police detained about a score of agitators to calm a 5000 strong Briggs strike crowd and allow re employment of workers. A Bulgarian editor identified man was arrested for immigration checks. Henry Ford threatened to manufacture his own car bodies if Briggs cannot resume by Wednesday and may send his own workers to Briggs plants. Ford blames rivals for stirring labor trouble to block Ford cars.
Rep W T Roberts Democrat Belmont County opposes the state's emergency tax plan saying it worsens local industry competition with Wheeling. He notes taxes on cigars tobacco amusements and soft drinks increase costs for Belmont County manufacturers and producers and favors raising tangible property taxes and a federal sales tax redistribution.
A survey of college student traditions is under way at six universities led by Dr. W. H. Crowley of Ohio State University. Participating schools include Iowa, Minnesota, Oregon, Oklahoma, and Nebraska. The aim is to find ways to guide student energy so the student body can largely govern itself.
At a monthly meeting of K. T Crossen Post final arrangements were made to host the Southern Ohio Amateur Boxing Elimination Contests. Paris reports Col. Charles A Lindbergh will be invited to the sixth anniversary of the New York to Paris flight at Le Bourget on May 21. Lawyer Benjamin Conno, a federation director, will sail to the United States Wednesday with the invitation.
Columbia Grange held its regular meeting January 27 with officers’ conference discussed and all members urged to attend. The program featured a comic song Lord’s Prayer a Grange verse read by Mrs Nina Chase current events by John Rawlings songs Down on the Farm by the Trainers a dialogue Capturing the Burglar by seven youths and reading by Marvin Chase. The master reported on a trip to the state grange and the lecturer spoke on the lecturer's conference.
In Wisconsin the Upper Mississippi Valley Federal Erosion Station chief R H Davis was noted as a possible successor to Samuel W Phillips, the former head slain by a burglar last week.
The Senate Finance Committee voted 12 to 5 to report the 3.05 per cent beer wine bill with a revenue focus. Ernest J. Stevens, prominent Chicago hotel executive, faced arrest for alleged conspiracy to defraud Illinois Life Insurance Co. while former vice president. The insurer is in receivership as are the Stevens and LaSalle hotels, run by Stevens. Accusers say Stevens family diverted funds from the company to the hotels despite insolvency. The Stevens Hotel was famed as the world’s largest.
Western railroads plan a February 1 fare reduction to recapture traffic. The move, learned at the Interstate Commerce Commission, targets certain passenger mileage classes. Separately coal operators protested lake cargo coal rate increases, signaling a new dispute over the rate structure.
Mrs. Inez Carroll a widow who drowned her three children and attempted suicide was sentenced to one to fourteen years in prison after pleading guilty to manslaughter. The crime followed extreme financial distress that left her unable to provide for her youngsters.

The man recalled his name after walking in the city, sending word to his sister in New Jersey and triggering the investigation.
A UPA receiver was appointed by Federal Judge Paul Jones to take over the Lake Shore Electric Railway Company management. F. W. Coen, company president, named receiver. The Ohio Utilities Finance Company sought the writ after a 833,180 judgment against Lake Shore and two subsidiaries. The interurban lines run Cleveland to Toledo via Sandusky or Norwalk and Fremont. Coen plans to keep current schedules and regain profitability.
Local barbers group says an licensing bill for Ohio barbers will be introduced in the general assembly soon. It previously passed the legislature but was vetoed by Governor George White. talks with union leaders James C. Shanesy and W. C. Birthright reportedly resolved issues. Senator George Roberts of Youngstown will introduce the measure amid expectations of broader adoption including West Virginia pending at its term.
P. E. Day of Athens was fined $100 and costs by Magistrate C. H. Porter after pleading guilty to possession of intoxicating liquor. Constable Frank White testified Day had more than a gallon of whisky concealed in Day's place of business.
