Paris February 25 United Press reports sweeping changes in international naval law linked to league of nations aims. Key points: nations liable for citizens acts. contraband fixed at war outbreak. nonbelligerent flag protects ships. searches limited to papers. violators face league penalties.
President Wilson telegrams Theo E. Burton of New York urging united public backing for the League of Nations. He plans to depart for France March 6 and to finish executive business before leaving. Tumulty says a decision on a joint session or special session is not yet made.
