FBI agents seized four suspects in New York on charges of conspiring to blow up the Washington Monument the Statue of Liberty and the Liberty Bell. Three Negro men and a white woman from Canada were arrested as a quantity of dynamite was seized. J Edgar Hoover said the investigation shows cooperation with local police. A State Department spokesman said the United States believes Communist China may be preparing for another nuclear test.
Washington report notes many taxpayers slow to file as underwithholding from the 1964 tax cut affects refunds and due payments. In the first five weeks of this year the IRS saw 6 percent fewer returns than 1964, with refunds expected to fall by 1 to 2 billion dollars. Hardship hits those earning 7000 to 20000 dollars, while rates drop further in the second stage of the tax cut withholding kept at 1964 levels to balance owed taxes.
Governor James A. Rhodes urged 28 Appalachian region counties to pick a southeastern Ohio highway route.
