The Ohio General Assembly scrapped half of the state tax relief program today. The Taxation Committee killed two proposed measures and tabled a bill to extend refunding, with debates over funding and county equalization. The session touched on issuing bonds and financing, including a proposal to fund penalties and receiverships.
Eastern Ohio leaders report a proposed conservancy plan to create flood control reservoirs and unlimited recreational facilities. Gov White supports the project, with officials stressing taxpayer justification and regional benefits.

Muskingum Watershed Conservancy District seeks court approval from 14 common pleas judges on February 16 for a federal contract to begin flood control and soil conservation work. About 8,000 workers planned for three years as the Federal Government commits roughly 23 million dollars for 14 reservoirs. The contract has been sent to Washington and will return for presentation.
Theodore H. Smith, newly appointed director, spoke at the Rome Township Unemployed League meeting. He plans countywide cooperation with leagues, centralizes CWA activity, and puts foremen under his supervision while allowing material purchases without his office approval.
Smith will address the combined group of foremen on all Athens County CWA projects tonight at 6 30 during first aid classes at the Ohio University Men's Gymnasium. He will explain duties responsibilities and work and asks that those wishing to meet him call at his office after 3 p m.
William P. MacCracken Jr denied the Senate's authority to summon him on contempt in the air mail probe. The Senate ordered his arrest. Woodring denied excess profits by aircraft firms on government contracts. Gen. Mitchell accused companies of profiteering in air corps contracts.
State Welfare Director John W. McSweeny will urge greater use of parole to ease crowding at Mansfield Reformatory. He plans to include the findings of a report on conditions at the institutions in a communication to Gov. George White.
A delegation led by J. H. Gildea of Coaldale Pennsylvania pressed Secretary of Labor Perkins for relief from unemployment. They urged NRA provisions to equalize mine workloads and an eight hour day with a four day work week for Shamokin and Panther Valley coal companies.
Col. John A. Hughes Ohio liquor control director says he will oppose any move to weaken the state monopoly by allowing retailers to buy from wholesalers other than the state. If the federal quota is unobtainable the state stores may open on March 15 with some Canadian whiskey and foreign liquors.
Four dogs were convicted with the solemnity of a murder trial for mauling Leta Joyce Hammond, a 6 year old from Cortland N Y. The girl was bitten on both legs and the right arm with such severity that amputation might be needed. The animals face execution on February 15.
Verne Sankey, alias killer in two abduction plots, commits suicide in his cell at the South Dakota State Prison by necktie noose. He faced life for the Boettcher kidnapping and the Haskell Bohn abduction. two federal marshals were nearby when the act occurred.
MOSCOW Feb 9 Soviets declare readiness to defend borders. Krementi Voroshilov minister of war tells troops at a major demonstration that the Red Army remains true to peace but vigilant to guard frontiers. He pledges the army is united in protecting the Soviet Union for Congress of the Communist Party.
Federal Alcohol Control Administration issues compulsory labeling rules for whiskey gin brandy rum and cordials to curb fraud and protect the industry effective March 7. Labels must state exact liquor type and include the distiller blender maker or importer name and address. If Straight Whiskey appears the label must show the year and season of distillation.
In Columbus a 32 caliber revolver was used to kill Mrs. Eunice Haggard in a parked car last March. Ballistic expert D L L Cowles of the Cleveland Police Department confirmed the weapon. The case remains unsolved as investigators seek a motive and leads.
Washington February report from the American Federation of Labor notes that dollar stabilization to gold removes a major obstacle to restoring business confidence. Labor says business leaders anticipate a higher activity rate this spring according to the AFL survey.
Bremer kidnaping case widens as federal agents and police chase a half dozen abductors linked to a $200000 ransom. Edward G. Bremer, son of a Roosevelt associate, provided detailed accounts from his weeks in captivity, aiding the probe led by Inspector Charles Tierney. He recovered at home after a nervous ordeal.
Administration leaders promise restoring 28,000 veterans to pension rolls removed under the Economy Act after White House talks. In Murray Kentucky Professor J B Pullen head of the Agricultural Department at Murray State Teachers College prepared a tiny pinch of nicotine free tobacco seed for planting. The seed, the only specimen in the country, was obtained from Germany and will be planted with care and sprouted in an incubator. Pullen said the tobacco has excellent flavor and is an harmless water.
Rep William L Fiesinger of Sandusky Ohio argues in a national broadcast that monetary silver controls price levels and national prosperity. He supports a bill to buy silver in limited quantities and monetize it without a fixed gold ratio.
President Roosevelt prepared to send to Congress a note outlining drastic limits on speculative activity by major security exchanges. The draft, backed by Senate Banking Committee Chair Fletcher and investigator Pecora, frames an Administration bill to reform and stabilize the markets following the 1929 crash.
In Columbus on February 9, 318 people were removed from Civil Works projects including 23 elective public officials. Mayor E. O. Braught Ohio CWA executive director said mayors councilmen and village township officers were discharged under the federal rule prohibiting public officials from working on CWA projects.
Dillinger proposed to plead guilty to first degree murder for a life sentence. State's Attorney Robert G. Estill refused the offer. Dillinger was held after arraignment for trial set March 1 in Crown Point Indiana.
