Viet Cong War Bond Drive Expands As War Costs Grow
U S officials report the Viet Cong have intensified bond drives and levied taxes on peasants and merchants to fund their war. The AID study says bonds now fund 40 percent of the Viet Cong budget, with another 40 percent from roadblock taxes and 20 percent from outside South Vietnam. Families pay 7 000 to 10 000 piasters in villages. The civilian budget is about 7 million dollars annually, with military costs triple that. Up to three-fifths of South Vietnam's 14 million people support the Communists financially, and farmers may lose up to half their crop to Viet Cong taxes.
