NEW YORK A P reports boxer Ernie Haas 23 was arrested in Toronto and confessed to killing Dr. Walter Richard Engelberg first secretary of the German consul general in New York. Assistant Chief Inspector John J Ryan announced the confession after hours of questioning.
The Joint Army and Navy Aeronautical Board approved the sale to Finland of 44 new Brewster fighting planes built for the U S Navy. The aircraft were manufactured by Brewster Aeronautical Co in Long Island City New York and were not delivered to the Navy.
The First Nowell hymn, linked to shepherds in medieval fields, originated as a shepherds tune in the Middle Ages. First printed in England 1833, it has French roots and the word nowell derives from noel meaning birthday, later tied to Christmas greetings. Shopping Days Till Christmas.
Columbus Ohio. State Conservation Commissioner Don Waters said the Division of Conservation and Natural Resources will take immediate steps to prevent stream pollution. Attorney General Herbert advised cooperation, noting the division can spend money for prevention but cannot prosecute municipalities or industrial polluters. Fisheries agents were instructed not to release fish into heavily polluted waters until conditions improve.
Columbus Ohio state treasurer Don H. Ebright says in a letter to Governor Bricker that a $40,080,000 deficit remained in the state school and general revenue funds at the start of the current administration. He accuses former Governor Davey and Auditor Ferguson of disputing the claim. He notes pledged revenues totaling $23,600,000 to be used over three years to aid relief, constituting a substantial deficit by year end.
The Ohio Association of Trade Executives commends Governor Bricker for resisting the onslaughts of the Gimme Gang in the Ohio relief situation. A letter to the governor from President Frank E. Noyes says Bricker’s stance deserves the support of all right thinking citizens.
Earl Browder general secretary of the Communist Party in the United States will be tried in federal court on charges of passport fraud beginning January 2, it was announced today.
State troopers locate four year old Eugene Bauman Jr under a dock in Indian Lake New Jersey two days after a search described as unequaled since the Lindbergh kidnapping. He was found on his birthday after reportedly falling through thin ice while traveling from home to his grandmother's cottage. Bloodhounds and a large volunteer effort aided the search.

The city council approved an amendment to the barber shop ordinance setting a 50 cent haircut and 25 cent shave as the legal minimums effective after January 18. The move aims to raise the living standard of barbers in Columbus.

E M Hawes of Marietta will direct Gallipolis sesquicentennial program for the 150th anniversary of the French Settlement. Local funds and a $10 000 federal grant will finance the celebration with Maude Houser in charge of the commission office at Hotel Lafayette.
The 50 year drought reduces 1940 winter wheat prospects by millions of bushels daily. Private forecasts place 150 to 200 million bushels below 1939’s 713,710,000. In the drought’s core, Nebraska and adjacent states endure the worst fall drought since the 1880s, with rainfall 15 to 29 percent of normal since August.
Kurt G. W. Ludecke, former Nazi functionary and ally of Hitler, announced he would appeal a federal court ruling that denied his citizenship. Judge Arthur J. Tuttle dismissed the petition with prejudice, citing belief that Ludecke still adheres to the doctrine that the end justifies the means.

Reports note British and French build up for air supremacy as Finland holds lines at the Mannerheim Defense. Submarine losses in Germany debated as Nordic dispatches claim half of Germanys boats are gone.
Canadian troops and some American support units arrived in a British port and will undergo training before heading to the western front. The convoy crossed the Atlantic in British ships, arriving about a week after the first World War Canadian arrival. The force includes English and French speaking Canadians, Indigenous people, Britons, and Americans from several U S cities.

Mrs Caroline Starr Balestier Kipling aged 74 widow of Rudyard Kipling died today at her country home Burwash Sussex. The former Caroline Balestier of Vermont married Kipling in 1892 during his U S tour. Kipling died January 18 1936.
The Toledo board of education announced that city public schools will reopen January 2 after a six week enforced vacation due to lack of operating funds.
Ohio Bell Telephone announces a 1940 expansion and improvements program totaling 17.4 million dollars. President Randolph Eide says the outlay will exceed 1939 by about 3.5 million and cover statewide upgrades.
