President Johnson addressed reporters on possible Vietnam troop increases and warned against predictions while noting his post surgery health. He said decisions have not been made and plans will emerge as Congress reconvenes. He described a preliminary Rusk-McNamara meeting ahead of budget discussions.
U S fighters and bombers struck suspected Red bases and supply routes in South Viet Nam while ground fighting eased. The 1st Infantry Division skirmished near an abandoned Michelin plantation 40 miles northwest of Saigon as both sides searched for battle casualties. The Kitty Hawk aircraft carrier resumed flight operations after a fuel-fire incident killed two sailors.
Moscow reports Luna 8 crash on the moon during the Soviet Union's fourth bid this year for a soft landing. Tass announced the failure 21 hours after contact was lost with the unmanned craft.
The Defense Department says it has removed the factor that hindered rapid contact with top American leaders during Pearl Harbor. Immediate reorganizations and improved communications after the 1941 attack now keep the secretary, deputy secretary, service secretaries, and chiefs of staff connected around the clock. An 18 month old girl Beth Ann Bixler is near death after a home fire that killed her 4 year old stepbrother Michael Timothy Marlow. Firemen say a natural gas explosion caused the blaze in the Lancaster home where mother Mrs Fred Bixler 23 escaped with Terry 4 months. In California two Southern Pacific freight trains collided on a trestle near Coalinga. nine trainmen injured and cattle killed as engines and cars plunged into a creek. In Keokuk Iowa a 17th burn victim dies at Brooke Army Medical Center from the Thanksgiving eye fire injuries.
Two clergymen who accompanied Rev. James J. Reeb when he was fatally clubbed testified in the trial of three white men charged with his slaying. Subpoenaed witnesses were the Rev. Orloff F. Miller of Boston and the Rev. Clark Olson of Berkeley, both struck in the March 9 attack. Defendants charged with first degree murder are William Stanley Hoggle, Namon O'Neal Hoggle, and Elmer L. Cook.
The Federal Reserve Board raised the discount rate from 4 to 4.5 percent and boosted the maximum time deposit rate to 5.5 percent, drawing Democratic criticism and a pledge to grill Board Chairman William McChesney Martin Jr. in upcoming hearings. President Johnson said the move aims to curb inflation, while Martin called the inflation threat real and insisted the decision was independent and not defiant.

Chrysler Corp breaks ground for a Toledo area auto parts plant in Perrysburg. Projected to employ 1000 workers at start in 1967, rising to 3500 later and 10 000 in Ohio by 1967, as vice president Alan Loofbourrow outlines growth from 2000 Ohio workers in 1957. Governor Rhodes attended.
