AFL-CIO to centralize drive to keep locals neutral in elections
AFL-CIO plans a major reorganization to curb local affiliates backing presidential candidates while the federation remains neutral. It would create an Organization and Field Services Department and consolidate 16 regional groups into seven to better coordinate state and local federations with national policy. William J. Usery Jr. is sought for the new post, potentially placing him as a top lieuten ant behind Meany and Lane Kirkland.
