President John’s order to boost naval forces off North Viet Nam prompts the aircraft carrier Constellation and three other U S ships to sail from Hong Kong. A U S spokesman says they departed on schedule but declines to state their destination.
President Johnson ordered shoot to kill strikes if North Vietnamese PT boats attack again as the Maddox ships bold set possible retaliation. The Maddox hit one PT boat which burned after air strikes from Ticonderoga. no Americans were harmed. State Dept calls the clash unprovoked.
Congress passes a 207 million dollar military pay raise and a 556 million dollar civil service and postal raise for 1.7 million workers including top officials and judges. Cabinet leaders and Congress members gain larger annual increases while draftees stay in training with future raises. President Johnson is expected to sign promptly to retain key personnel.
Sen. Everett Dirksen urged rapid Judiciary Committee action on a bill to allow stays on court ordered reapportionment for up to two years, aiming to attach it to a Johnson administration measure. He said he expects broad GOP support and some Democratic backing to secure passage, possibly with a presidential veto hard to block.
Speaker McCormack and other House Democrats told President Johnson they expect the anti-poverty bill to pass the House. McCormack said it will reach the floor Wednesday with a vote likely Friday, framing the bill as opening opportunity and converting “taxpayers out of tax-eaters.” The measure aims to address long standing economic backwaters and benefit the nation.
Pasadena California editors report Jet Propulsion Laboratory researchers preparing for the Surveyor a soft landing craft with cameras for lunar surface study up to 30 hours. Two more Rangers are slated for launch next year followed by seven Surveyors aiming for controlled descents and surface photography.
New York reports historian Allan Nevins warns the Ohio Historical Society will suffer irreparable harm if it does not act to prevent the suppression or destruction of Warren G. Harding love letters to a married woman. Nevins, former Columbia professor and past AHA president, urges all efforts to protect every page.
Athens defeats Euclid 23 to 4 on the freshman field. Athens advances to face Cincinnati Budde Post at 9 a.m. Wednesday at Trautwein Field with WOUB coverage starting at 9. Other Tuesday morning scores include Cincinnati over Columbus Camp Chase 6 to 5 and Springfield over Ravenna 13 to 3.
CHAMPAGNOLE France The first of nine miners trapped since July 27 in a limestone mine was brought safely to the surface today. In Pomeroy Zeph Chapman 57 was killed while cutting timber in Eblin Hollow near Kingsburg Harrisonville Road. He was struck by a falling limb and died instantly. Coroner Henry Ewing reported Chapman was working with Kenneth Hitchcock. The body was taken to Ewing funeral home by the Pomeroy emergency squad.
The Ohio Utilities Commission says it will not require light and power utilities to lower rates despite the two percent federal tax cut. It notes the tax cut was aimed at funding plant expansion and job creation, not rate relief, but each utility should review its finances to gauge impact. The Dutch extend export credits to Indonesia totaling 27,690,000 for 1965.
Jersey City races into another riot as bands of youths fling gasoline bombs bricks and bottles injuring two Black men and sixteen others. Police arrest seven more, total arrests twenty since Sunday. Mayor Whelan vows to use all force to restore order.

The pair helped surface a possible deal where the Soviets would remove missiles, allow UN supervision, pledge no rearmament, and avoid invasion. Khrushchev then ordered withdrawal of offensive arms.
Former State Department official Roger Hilsman says a stray U2 over the Soviet Union during the Cuban missiles scare created a crisis within a crisis. The aircraft sought return help as Soviet fighters scrambled and U.S. escorts tried to rendezvous, ultimately reaching base safely.
