Sowle Signs Three Point Peace Plan For Vietnam

Ohio University President Claude R. Sowle signed a three point peace plan endorsed by Sen. George McGovern during a meeting with anti ROTC demonstrators on the Cutler Hall steps. The plan calls for immediate withdrawal of U S forces in Indochina upon the next president's inauguration and phased return of prisoners, plus ending U S aid to the Thieu government. Sowle also agreed to write a letter to President Nixon backing the plan. He discussed ROTC on campus with about 200 students and explained ROTC governance and university control over courses and instructors through standard procedures. He noted ROTC offers a liberal arts education with military options and rejected removing all ROTC from campuses. He addressed funding for defense research noting civilian applications and allowed possibility of a peace institute if funded discussions are proposed.
