The Athens board of health announces that after four weeks of inspection and repairs at the city water works the water is safe for all purposes. If future conditions threaten safety, the board will inform residents through the daily papers to avoid health risks.
Theda Bara William E Shay and Jean Sothern star in The Two Orphans a $200000 production directed by Herbert Breton. Performances run all day today at Tite and Marion with shows every two hours from morning until night admission five and ten cents.

Victor Smith long a member of the Baltimore bar died after a lingering illness at his home 22 Mast Mount Vernon Place. Born in Georgia he spent youth in Washington and served as a Confederate topographical engineer at the war’s end before moving to Baltimore to practice law. He married Saida Bird and is survived by a son Edgeworth Smith of New York.
The grand jury has found more work and will be in session briefly today and for one or two days next week.

Washington reports the next fiscal year's proposed expenditures will total about 1,240 million dollars with defense rising by 150 million and other government branches adding funds. Estabrook opposed citizen soldiery and Bryan nonresistance but backed navy expansion while preferring nonresistance to half preparedness. Cummins urged immediate congressional action to supply missing naval strength as McAdoo advocated a navy of at least four hundred merchant ships as auxiliaries.
