The Inter state Commerce Commission ruled that compression of export cotton at transshipment ports is not a transport related service by the carrier. The Coast Line had allowed compression payments at Athens Atlanta Bacon Covington and Augusta Georgia and other Georgia points or at Norfolk Wilmington Charleston and Savannah ports. Compression for cotton moving from Carolinas and Virginia to those ports was also paid.
