Roosevelt says he was misquoted by Whitney

President Roosevelt declined to discuss free hides after a Massachusetts boot and shoe delegation asked duty reduction. Governor Douglas led 28 members to press for cheaper leather and cheaper shoes, while Whitney apologized for any misinterpretation and said he understood reciprocity with Canada was discussed.
