Athens to become City of Athens under new charter
Georgia General Assembly enacts a charter transforming Athens from Mayor and Council to a City Managers government. Five City Managers, a City Superintendent, and Civil Service rules replace old offices. Key provisions cover elections, tenure, duties, ethics, audits, and public utilities control with safeguards for transparency and merit-based appointments.
