Prison Commission reports on Georgia penology and reform needs
The Prison Commission chaired by R. E. Davison reports 2,708 felony convicts in the state penitentiary and 2,774 misde meanor convicts in chain gangs as of May 31, 1912. It notes many inmates are young, literacy levels, and urges reforms including trades training and humane care for the criminal insane, with budget needs for expansions and improved governance at the reformatory.
