The Clarke County Farmers Club calls a 2 PM gathering in the University of Georgia chapel to discuss adopting the New Orleans cotton convention's recommendations. Oconee County Considers Board of Roads and Revenues

The Oconee County grand jury advised creation of a county board of commissioners of roads and revenues. Members would be paid two dollars daily when serving, with twenty five dollars per year to one member as clerk. Russian Cavalry Attacks in Far East Front

Tokio reports a large cavalry push by Russians against Field Marshal Oyama on the extreme left. The Examiner states a serious defect was found in the forward turret of the new battleship Ohio. After leaving on February 6 for Santa Barbara Channel and firing the guns there, a return to port revealed defects in the forward turret. Repairs will take four to five weeks.
