The House rejected two proposed measures to cap tax levies. One bill to limit schools to two and a half mills failed 106 to 67. A second pension levy cap of one and a half mills also failed 79 to 79. Governor Sinton urged both in his inaugural message.
Banner representative queried Thos P Vincent about a planned general meeting for owners and renters of farm lands in the city on August 27. Vincent, a farmer with fifteen to twenty farms near Athens, urges a five year rent contract plan prioritizing renter self-sufficiency, stock maintenance, and eventual debt reduction. He believes the plan benefits both sides and will improve land, finances, and citizenship. He plans to attend the meeting if possible to advocate the program.
About fifty farmers from Franklin County toured Athens to inspect the State College of Agriculture and its experiment farm. They wore white ribbons bearing Franklin County Live at Home Club and pledged to raise all supplies at home and make the cotton crop an extra, money crop.
Virgi line Fields a sixteen year old colored girl died of a hemorrhage in a buggy on Lumpkin Street near Athens while her uncle P S Jones drove to seek medical help. She was visiting Aunt Anna Field near Oconee county and was en route to a revival at a colored church. The health had failed for months but she seemed better on starting the trip.
Jefferson Ga Aug 6 A jury verdict in the case of Gunter v Adams favors the defendant. The court orders the defendant to pay the plaintiff back support at fifty dollars per year and to provide one hundred fifty dollars annually for life.
A mule and buggy left at McDonald stables were claimed by J. B. Pentacost of Pendergrass after his son, who drove the team to Athens, returned and left the animals at the stables. The team’s owners initially thought the son had left with the train. Civil business in the superior court is expected to conclude tomorrow, with criminal cases to follow, including several murder indictments and a white man Will Martin on bond facing murder charges. Col T J Shackelford adjoins fruit melons by Arnold & Abney.
Atlanta Ga Aug 6 The Georgia Senate passes 30 to 2 a bill for permanent voter registration. The measure by Senator Stark lets qualified voters remain registered if they pay taxes and receive a certificate for registration in their new county when they move. Also passed was a constitutional amendment authorizing counties to abolish the county treasurer’s office by popular vote. A Watts resolution to appoint a commission to deal with the governors mansion property was defeated.
An effort seeks to designate Athens Georgia as a fund deposit site for government relief of crop movements in the south and west. Atlanta Savannah Augusta Macon are named with Athens now in line. Athens ranks sixth as Inland cotton market and over one hundred thousand bales are marketed there each season benefiting the cotton region. The designation will be urged today with Washington authorities to strengthen Athens case alongside Augusta and Macon.

Fragmentary report notes the unexplained disappearance of a University graduate identified as Har old Telford after he went abroad to study for a year. The text hints at uncertainty about whether he was lost, killed, or simply disappeared, with no clear resolution available.
The Banner reprints a Carrollton Times notice about Rufus R. Martin a 27 year old University of Georgia Civil Engineer who vanished May 19 while employed by Southern Bell in Birmingham. Described as 6 feet tall athletic with blue eyes he left due to ill health and was last seen in Mobile. His widowed mother Mrs D E Martin seeks information and offers a liberal reward.

Sheriff J L Dishorn of Arcadia Florida warned that G W Bishop and D E Moorefield, alleged blue sky stock promoters, are active in Florida after operating in Elbert Madison Oconee Mainesville and Hall counties. State warrants exist and federal charges for illegal use of the mails loom. they may be returned to Georgia for federal court first.
Atlanta August 6. A Clarke county bill to abolish the county commissioners and call an election for new members was amended to add a referendum on direct vote by the people or by grand jury for selecting commissioners. If the public favors direct election, a separate election would be held. Lipscomb opposes the measure and a floor fight is anticipated.
The monthly health board meeting authorized Dr. W. W. Brown as secretary alongside his bacteriologist duties and placed records and clerical work under his office. Inspectors J. H. Booth and J. A. Harbin were re-elected, with terms expiring for Prof. C. M. Strahan and Mr. T. W. Reed, whose reappointment the board recommended for mayor and council consideration.
Local note shows the Nemo Company stage program at the Majestic drew strong crowds this week. The act pleased both ladies and men with solid singing and entertaining scenes. The bill, originally set to rotate daily, will be repeated due to popular demand and good reception.
Jackson Superior Court in Commerce Georgia, led by Judge Charles H Brand, opened with a note that some urged starting with prayer. The judge opposed a universal practice but allowed the invocation by Reverend McGarity and then charged the grand jury, warning against pardons, technicalities, and urging strict enforcement of prohibition and lawfulness, appealing to youth to embrace law and the Golden Rule.
